Why are the scholars silent about certain affairs?
Question:
“We hear from some students of knowledge that sometimes they criticize the scholars due to the fact that they remain silent regarding certain events or certain disasters. What is your commentary on this, oh noble shaykh?”
Answer:
“Sometimes it is from maslaha (general benefit) to be silent. And sometimes the maslaha is in speaking. The scholars consider the general benefit and the repelling of harm. They only speak when this is useful and brings benefit. And they are silent when it is better to be silent.
The scholars (in the correct meaning) do not remain silent, except when remaining silent is appropriate. And they do not speak except when their words are appropriate.
And it is not desirable for whomsoever to speak when certain matters occur. Rather, these matters should be left to the people of knowledge, experts and decision makers. As Allah (جل و علا) says:
{When there comes to them some matter touching (public) safety or fear, they make it known (among the people), if only they had referred it to the Messenger or to those charged with authority among them, the proper investigators would have understood it from them (directly).} [Surah an-Nisaa’ 4:83]
Therefore, those affairs that touch upon the interests of the Muslims and the Ummah are to be dealt with only by the people of ahl al-halli wal-‘aqd[1]; the people of knowledge and insight; those who offer the best solutions. However, that just anyone who comes takes on these matters; (then) this brings harm to the Muslims and falls under (is considered) a cause of fear. And this doesn’t bring a solution for the Muslims either!
And furthermore, these could be secret matters which should be solved in secret, and not in public. The solution is that these take place secretly through taking the right means. The matters therefore, require careful consideration and wisdom. It is an obligation for the common people to return these matters back to the people of knowledge, experts and the people of insight.”

السـؤال: نسمع بعض طلبة العلم أحيانـًا يطعنون في العلماء بحجة انهم يسكتون عند حصول بعض الحوادث أو عند حلول بعض النوازل، فما هو تعليقكم يا فضيلة الشيخ؟
الجـواب: أحيانـًا يكون السكوت هو المصلحة وأحيانـًا يكون الكلام هو المصلحة؛ فالعلماء يراعون المصالح ودرء المفاسد فلا يتكلمون إلا حيث يفيد الكلام وينفع، ولا يسكتون إلا حيث يكون السكوت أولى، فالعلماء ـ بالمعنى الصحيح ـ لا يسكتون إلا إذا كان السكوت له مجال ولا يتكلمون إلا إذا كان الكلام له مجال، والأمور إذا حدثت لا يصلح لكل واحد أن يتكلم فيها، وإنما توكل لأهل العلم وأهل الرأي وأهل الكلمة كما قال جَل وعلا: (وَإِذَا جَاءَهُمْ أَمْرٌ مِنَ الْأَمْنِ أَوِ الْخَوْفِ أَذَاعُوا بِهِ وَلَوْ رَدُّوهُ إِلَى الرَّسُولِ وَإِلَى أُولِي الْأَمْرِ مِنْهُمْ لَعَلِمَهُ الَّذِينَ يَسْتَنْبِطُونَهُ مِنْهُمْ) [النساء 83]، فالأمور التي تتعلق بمصالح المسلمين ... في الأمة هذه لا يتولاها إلا أهل الحل والعقد أهل العلم والبصيرة، الذين يلتمسون لها الحلول الصحيحة، وأما أن يتولاها ويتكلم فيها كل ما هب ودب فهذا: من الضرر على المسلمين، ومن الإرجاف والتخويف، ولا يصل المسلمون من وراء ذلك إلى نتيجة وهذه أيضًا أمورٌ قد تكون أمورًا سرية ... تعالج بالسرية ولا تعالج علانية أمام الناس، وإنما تعالج مع السرية ومع الطرق الصحيحة فالأمور تحتاج إلى روية وإلى تعقل، والواجب على العامة أن يرجعوا إلى أهل العلم وأهل الرأي والبصيرة في هذه الأمور، نعم.
