We are at the beginning of the new Hijrī year and some people are exchanging congratulations
Presenter:
"The first message (with the question) of this programme comes from someone who abridged his name with the (Arabic) letters 'Ayn Alif 'Ayn, he says in his message: "We are at the beginning of the new Hijrī year and some people are exchanging congratulations for the new Hijrī year, saying Kullu 'ām wa antum bikhayr (May you be good in every year), so what is the ruling of the Islamic legislation with regards to this form of congratulation, may Allāh bless you?"
Answer:
"In the name of Allāh, the Most Beneficent, the Most Merciful. All praise belongs Allāh, The Lord of the Worlds (mankind, jinns and all that exists), and may the peace and blessings be upon His 'abd (servant, worshipper) and Messenger, the best from among His creation, His entrusted one over His revelation, our Prophet, Imām (leader), and master Muhammad Ibn 'Abdillāh, and upon his family and companions and whoever follows his path and is guided through his guidance, until the Day of Recompense (i.e. The Day of Judgement).
To proceed: As for offering congratulations for the new year then we don't know of any basis for it from the righteous predecessors (The Salaf as-Sālih), and I don't know anything from the Sunnah or the Honourable Respected Book (i.e. The Qur'ān) which indicates its permissibility.
But if someone initiates it then there is no problem that you say "wa anta kadhālik (and you too). If he says to you "Kullu 'ām wa anta bikhayr (May you be good in every year) or says "Kullu 'ām wa anta takūn bikhayr (May you be good in every year) there is no objection that you say "wa anta kadhālik (and you too), "nas'al Allāha lanā wa laka Kulla Khayr (we ask Allāh for all goodness for us and you)", or the like of it. But as for initiating it (that you proceed to be the first to offer congratulations) then I don't know of any basis for it. Yes."

السؤال: وأولى رسائل هذه الحلقة وردت من شخص رمز اسمه ب عين الف عين، يقول في رسالته: نحن في مطلع العام الهجري الجديد، ويتبادل بعض الناس التهنئة بالعام الهجري الجديد، قائلين: (كل عام وأنتم بخير)، فما حكم الشرع في هذه التهنئة؟
جواب الشيخ عبد العزيز بن باز رحمه الله: بسم الله الرحمن الرحيم الحمد لله رب العالمين، والصلاة والسلام على عبده ورسوله، وخيرته من خلقه، وأمينه على وحيه، نبينا وإمامنا وسيدنا محمد بن عبد الله وعلى آله وأصحابه ومن سلك سبيله، واهتدى بهداه إلى يوم الدين. أما بعد: فالتهنئة بالعام الجديد لا نعلم لها أصلاً عن السلف الصالح، ولا أعلم شيئاً من السنة أو من الكتاب العزيز يدل على شرعيتها، لكن من بدأك بذلك فلا بأس أن تقول وأنت كذلك إذا قال لك كل عام وأنت بخير أو في كل عام وأنت بخير فلا مانع أن تقول له وأنت كذلك نسأل الله لنا ولك كل خير أو ما أشبه ذلك أما البداءة فلا أعلم لها أصلاً
