The meaning of the devils are chained up in Ramadān
Question:
"May Allāh be good to you our Shaykh, a questioner says: "It has been established in the Hadīth that the Shayātīn (the devils) are chained up in Ramadān, so does this mean that they don't whisper (evil) to anyone in Ramadān?"
Answer:
"The Hadīth..., the Prophet, may peace and blessings be upon him, says:
"When Ramadān enters the gates of Paradise are opened, the gates of the Hellfire are closed, and the devils and the most evil/rebellious Jinn are chained up, and thus they are not able to achieve in it (in Ramadān) what they would usually achieve in other than it."
There is nothing in the Hadīth which alludes to that they don't whisper (at all), rather it means that they are not able to achieve in it what they would usually achieve in other than it. Their whispering becomes less, they are chained, however they are still able to tempt some people.
And Allāh, Exalted is He, says in His Book:
{Verily! He (the Shaytān) has no power over those who believe and put their trust only in their Lord (Allāh)} [Sūrah An-Nahl 16:99]
He has therefore no power over the believers, it is indeed the individual however who brings destruction upon himself. He must fight (perform Jihād), fight against his own self, fight against the enemy of Allāh. The Shaytān whispers to the human being regarding misconceptions/doubts and desires. It is therefore upon him to fight, fight against the self, fight the desires, and fight against the Shaytān, thus fighting is a must.

السؤال: أحسن الله إليكم ياشيخنا، سائل يقول: ثبت في الحديث أن الشياطين تصفد في رمضان، فهل معنى هذا أنهم لا يوسوسون لأحد في رمضان؟
جواب الشيخ عبد العزيز الراجحي حفظه الله: الحديث، يقول النبي صلى الله عليه وسلم: إذا دخل رمضان فتحت أبواب الجنة وغلقت أبواب النار وسلسلت الشياطين ومردة الجن فلا يخلصون فيه إلى ما كانوا يخلصون إليه في غيره. الحديث ليس فيه أنهم لا يوسوسون بل معنى انه لا يخلصون فيه إلى ما كانوا يخلصون إليه في غيره، تقل وسوستهم، يصفدون ولكن يخلصون إلى بعض الناس. والله تعالى يقول في كتابه
انه ليس له سلطان على الذين آمنوا وعلى ربهم يتوكلون
فليس له سلطان على المؤمنين ولكن الإنسان إنما يأتى من فبل نفسه، عليه بالجهاد يجاهد نفسه يجاهد عدو الله الشيطان يوسوس للإنسان في الشبهات وفي الشهوات فعليه أن يجاهد يجاهد النفس ويجاهد الهوى ويجاهد الشيطان فلابد من الجهاد
