Regarding a Khatīb who is not proficient in Arabic nor in the recitation of the Qur'ān and whose Khutbahs always have to do with refutations and mentioning individuals
Question:
"A questioner from Britain says: "We have a Khatīb (the one who delivers the sermons) here in Britain who is not proficient in Arabic, nor in the recitation of the Qur'ān, rather he rarely uses Qur'ānic Āyāts as evidence out of fear of (falling into) mistakes, and his Khutbahs (sermons) always have to do with refutations and mentioning the names of specific individuals." He (the questioner) says: "What is your advice for the likes of this Khatīb in our country?"
Answer:
"Look for another Khatīb than him. And all praises belong to Allāh, today the Khutabā' (plural of Khatīb) and memorisers of the Qur'ān are plentiful in every place. Look for an Imām and a Khatīb who is proficient. Yes."
