O Teacher of Tawheed, can you please explain the issue of 'excuse for ignorance' to us?
The presenter:
"May Allah be good to you! And this questioner says: "O Teacher of Tawheed, I ask you for the sake of Allah to explain the issue of 'excuse for ignorance' to us."
Shaykh Saalih Al-Fawzaan, may Allah preserve him:
"O my brother, we have already explained this issue... don't you understand? And the complaint is to Allah!
We say that the one who is excused for ignorance is the one who has not heard anything about Islam, (he lives) in an isolated place, he does not hear anything, he did not hear the Qur'an, he did not hear the Ahaadeeth (plural of Hadeeth), the d'awah (the call of Islam) has not reached him; this one is excused for ignorance. But as for someone who lives with the Muslims, and in the Muslim countries, he hears the adhan all the time, and the people pray on his right and on his left, is this one to be said about that he is excused for ignorance??? This one is ignorant on his own account; he has no desire for knowledge, he has no desire for the truth, he wants to remain on what he is upon; this one is not excused. Yes."
The presenter:
"He (the questioner further) states at the end of his question: "If a person grows up in a remote desert, or is new in Islam, is he excused for ignorance when he calls upon (makes duā' to) other than Allah, while he ascribes himself to Islam?"
Shaykh Saalih Al-Fawzaan, may Allah preserve him:
"We judge the one who calls upon other than Allah with disbelief (Kufr) and treat him with the same treatment as the Kuffar. However, if it is as he mentioned that nothing has reached him, then his judgement lies with Allah, but we judge him according to the religion which he is upon; upon disbelief, upon Shirk and upon graveworship. We judge him with [word unclear], this is what is apparent to us. However if he has an excuse with Allah, then this one's affair lies with Allah. He will be from the people of Al-Fatrah[1], he will be from the people of Al-Fatrah, whom nothing has reached. Yes. But as for today, then as you are surely aware of, nothing is hidden. The mass media is widespread, and the Qur'an is being heard in every place of the world nowadays. The Sunnah is being heard. The callers (to Islam) are preaching. Islam is widespread. Today there is almost no country in the world in which Islam has not entered, or not?! There is no country in which are no mosques, no Islamic centres, no Muslim minorities. Islam is widespread at present. The distinguishing practices of Islam are now being (also) exercised in the countries of the Kuffar. And so the proof is established, and all praises belong to Allah. Yes."

المقدم: يقول في تكملة سؤاله: إذا نشأ شخص في بادية بعيدة أو حديث في الإسلام عهده هل يعذر بالجهل إذا دعا غير الله وهو منتسب إلى الإسلام ؟
الشيخ: الذي يدعو غير الله نحكم عليه بالكفر ونعامله معاملة الكفار، أما إذا كان كما ذكر ما بلغه شيء فهذا حكمه إلى الله لكن نحن نحكم عليه بالدين الذي هو عليه على الكفر على الشرك على عبادة القبور نحكم عليه ب[كلمة غير واضحة] هذا الذي يظهر لنا . أما إذا كان له عذر عند الله فهذا أمره إلى الله، يكون من أصحاب الفترة، يكون من أصحاب الفترة الذين ما بلغهم شيء. نعم
ولكن اليوم كما تعلمون ما يخفى شيء، وسائل الإعلام منتشرة والقرآن يسمع في كل مكان من الدنيا الآن، السنة تسمع، الدعاة يتكلمون، الإسلام منتشر ما فيه تقريبا بلد في الأرض ما دخله الإسلام الأن اولا لا ؟
ما عندنا بلد ما فيه مساجد، مافيه مراكز إسلامية، مافيه أقليات مسلمة، الإسلام منتشر الآن، والشعائر تفعل في بلاد الكفر الأن شعائر الإسلام فالحجة قائمة ولله الحمد. نعم
