Many of the attacks of the Khawārij are carried out in Ramadān
For this reason when the group of three, 'Abdur-Rahmān Ibn Muljam and those with him, came together at the House of Allāh for the purpose of getting rid of the major oppressors of their era, they pinpointed out three as being the major oppressors in that era, their era. At their forefront 'Alī Ibn Abī Tālib, the best of the people in his time, may Allāh be pleased with him, they regarded him to be from amongst the major oppressors, regarded him to be from amongst the main tyrants. And they promised one another to kill these (three), who were 'Ali, Mu'āwiyyah and 'Amr Ibn Al-'Ās on the seventeenth of Ramadān.
And SubhānAllāh (how Perfect is Allāh) this has continued to be a practice of the Khawārij ever since. They make mutual promises (to carry out their evil deeds) in Ramadān, because in Ramadān the people are free from worry or fear and focused on worshipping Allāh, and they cannot imagine that someone would attack them. Many of... and the one who looks at the history will see that, many of their doings are in Ramadān. And they make plans for the execution of their plots to be in Ramadān, he will see that from many eras throughout the history. The point is that when he advanced to kill 'Ali and wielded the sword at the time of the Fajr (dawn) prayer he read the Āyah:
{And of mankind is he who would sell himself, seeking the Pleasure of Allāh.} [Sūrah Al-Baqarah 2:207]
Meaning that he believed that this deed of his, is from that with which the Pleasure of Allāh is purchased or sought, and with which His, Glorified and Exalted is He, reward is earned. I mean that the affair goes through stages during the fitnah (tribulation, test), therefore when the heart infuses the fitnah he (the individual) does not care about truth and pays no attention to guidance, and attaches no importance to the Āyāt (verses, signs) of Allāh and the Ahādīth (plural Hadīth) of the Messenger of Allāh, may Allāh send peace and blessings upon him.

الشيخ عبد الرزاق البدر حفظه الله: ولهذا النفر الثلاثة عبد الرحمن بن ملجم ومن معه عندما اجتمعوا عند بيت الله على القضاء على كبار الظلمة في زمانهم، حددوا أكبر ظلمة في ذلك الزمان زمانهم ثلاثة، في مقدمتهم علي بن أبي طالب خير الناس في زمانه رضي الله عنه وارضاه، عدوه في كبار الظلمة رؤوس الطغاة عدوه. وتواعدوا على قتل هؤلاء الذين هم علي ومعاوية وعمرو بن العاص في السابع عشر من رمضان. وسبحان الله هذه بقية سنة خارجية. يتواعدون في رمضان. لأن رمضان فيها النفوس تكون مطمئنة ومقبلة على الطاعة ولايتصورون من يهجم عليهم . ومن ينظر في التاريخ يرى ذلك. كثير من أعمالهم تكون في رمضان. ومآمراتهم يخططون تنفيذها في رمضان، في كثير من أزمنة التاريخ يرى ذلك. الشاهد أنه لما أقدم على قتل علي وأشهر السيف وقت صلاة الفجر قرأ الآية
ومن الناس من يشري نفسه ابتغاء مرضات الله
أي أنه يرى أن عمله هذا مما تشترى به أو تطلب به مرضات الله وينال به ثوابه سبحانه وتعالى. أقصد أن الأمر في الفتنة يمر بمراحل فإذا اشرب القلب الفتنة لا يلوي على حق ولا يلتفت إلى هدى ولا يقيم لآيات الله وأحاديث رسول الله صلى الله عليه وسلم أي وزن
