Is the issue of Excuse for Ignorance a matter of disagreement (khilafiyya)?
Question:
“May Allah treat you with kindness oh Eminence. The questioner says: Is the issue of excuse for ignorance a matter of disagreement (khilafiyya)?”
Answer:
“No, it became a matter of disagreement amongst those latecomers.
And ignorance is of two types:
Ignorance which can be removed. In this case one is not excused for ignorance. Meaning that one asks the people of knowledge, seeks knowledge, studies and reads. This one can be removed and one is not excused if one remains in that state.
As for the ignorance which can't be removed. He doesn't have anyone, doesn't hear anything, and doesn't know, lives cut off and doesn't hear about anything. This one can't be removed. This is the ignorance one is excused for and he is from the people of Al-Fatrah[1]. He is not a Muslim but he is from the people of Al-Fatrah. His affair is left with Allah.
{And we never punish until We have sent a messenger.} [Surah Al-Isra’ 17:15]
Yes.”

الشيخ الفوزان حفظه الله: لا, صارت مسألة خلافية عند المتأخرين هذولة.
:و الجهل على قسمين
جهل يمكن زواله, هذا لا يعذر فيه بالجهل يعني يسأل أهل العلم يطلب العلم يتعلم يقرأ, هذا يمكن زواله و لا يعذر إذا بقي عليه
أما جهل لا يمكن زواله, ما عنده أحد و لا يستمع شيئا و لا يدري, عاش منقطعا و لم يسمع بشيء, هذا ما يمكن زواله, هذا يعذر به و يكون من أصحاب الفترة, ما يُحكم بإسلامه لكن يكون من أصحاب الفترة, يُفوَّضُ أمره إلى الله " ما كنا معذبين حتى نبعث رسولا", نعم.
