​Is it correct that the one who leaves off all the actions in totality does not disbelieve and that this is a second opinion of the Salaf?

Question:

“The questioner says: Oh noble shaykh, may Allah grant you success. There are people who say that the one who leaves off all the actions in totality, does not disbelieve. And that this speech is a second opinion of the Salaf, that doesn't deserve rebuke nor at-tabdi' (to declare someone to be innovator). What is the  correctness of this speech?”

Answer:

“This person is a liar. The one who utters this speech is a liar. He has lied about the Salaf.

The Salaf did not say that the one who leaves off all actions in totality and does not do anything, that he is a believer. The one who leaves off completely all actions without valid excuse; he does not pray, he does not fast and he doesn’t do anything, and he says 'I am a believer'... such a person is a liar.

But with regards to the one who does not perform the actions due to a valid excuse, (because) he was not able to, (when for example) he uttered the testification (i.e. the shahada) truthfully, and died or was killed immediately; with regards to him there is no doubt that he is a believer. Because he was not able to perform actions. He did not leave them off because he wanted to.

However, the one who is able to perform the actions and he leaves them off, he doesn’t pray, he doesn’t fast and he does not give the zakaat, and he does not avoid the forbidden matters, and does not avoid the matters of immorality; such a person is not a believer.

And no-one says that he is a believer, except the Murji’ah. Yes.”

السؤال

نص السؤال يقول: فضيلة الشيخ -وفَّقكم الله-: هناك من يقول : إنَّ تارك جنس العمل بالكلية لا يكفر، وإنَّ هذا القول قول ثانٍ للسلف، لا يستحق الإنكار ولا التَّبديع. فما صحة هذه المقولة؟

الجواب

هذا كذَّاب، اللي يقول هذا الكلام كذَّاب، كذب على السلف.  السلف ما قالوا أن الذي يترك جنس العمل ولا يعمل شيء أنه يكون مؤمنًا، من ترك العمل نهائيًا بغير عذر، ما يصلي ولا يصوم ولا يعمل أي شيء، ويقول: أنا مؤمن، هذا كذَّاب.  أما الذي يترك العمل لعذر شرعي، ما تمكن من العمل، نطق بالشهادتين بصدق، ومات أو قتل في الحال، فهذا ما فيه شك أنَّه مؤمن؛ لأنه ما تمكن من العمل، ما تركه رغبة عنه.  أما اللي يتمكن من العمل، ويتركه لا يصلي ولا يصوم ولا يزكي ولا يتجنب المحرمات ولا يتجنب الفواحش، هذا ليس بمؤمن، ولا أحد يقول أنه مؤمن إلا المرجئة.  نعم
