Only the Major Scholars should be asked about matters of al-Jihaad and matters which deal with the future of the Ummah
Quesion:
“Oh virtuous Shaykh, a questioner asks the following question and he says: May Allah be good to you! In our country there are no scholars. May we - with our questions regarding fiqh and other matters - return back to the students of knowledge? Please advise us, may you be rewarded.”
Answer:
“If there are students of knowledge present who follow the manhaj of the pious predecessors; then there is nothing wrong with returning back to them regarding the ‘normal’ matters, for which no detailed research is required. (This) with the condition that they follow the manhaj of Ahlus-Sunnah. And as with regards to the serious matters and issues regarding the Ummah and its future; then for these one needs to return back to the major scholars.
Because that which has harmed the Muslim youth these last years, is nothing other than that they have taken the small (students of knowledge) as muftees (scholars who issue Islamic verdicts). And it might even be, that some of them are in reality ignorant with regards to the matters of the Religion which are required to know. Therefore, they should not be asked about matters like al-Jihaad. Or detailed matters where (certain) principles are applied, which deal with the future of the Ummah and the future of the Muslims and some other matters whereby the explanation of the major scholars is required.
Many God-fearing (pious) scholars refrain from this type of questions, while these (students of knowledge) put themselves forward to answer the questions - we seek refuge with Allah - like if he plucks it out of the sea! He answers according to what is best for him. This is why you will see that he will rule one day with the permissibility of celebrating birthdays, and one day with the permissibility of imitating the christians and celebrating your and your wife’s birthday. And one day he will rule with the permissibility of uncovering the face, and another day he will rule with the permissibility of going out to the places of fitnah under the guise of al-Jihaad, and another day he will rule with permissibility of shaving the beards, and another day he will rule with the permissibility of listening to music and like this. And many of the devious fataawa (verdicts) are only caused by returning back to these ignoramuses.

فضيلة الشيخ يسأل سائل ويقول أحسن الله إليكم نحن في بلدنا لا يوجد علماء فهل نستطيع أن نسأل ونستفتي طلبة العلم في الأمور الفقهية وغيرها أفتونا مأجورين
الجواب: إذا وجد طلبة علم يسيرون على منهج السلف الصالح فلا بأس أن يرجع إليهم في المسائل العادية التي لا تتطلب بحثا دقيقا بشرط أنهم يسيرون على منهج أهل السنة
وأما المسائل المدلهمة وقضايا الأمة والقضايا المصيرية فإنه يرجع فيها إلى العلماء الكبار لأنه أكثر ما أضر بشباب المسلمين في السنين الأخيرة إتخاذ الأصاغر مفتين وربما أن بعضهم يجهل بداهيات مما هو معلوم من الدين بالضرورة فلا ينبغي أن يستفتوا في مسائل مثلا الجهاد في المسائل الدقيقة التي يتعلق بها أحكام تتعلق بمصير الأمة وبمصير المسلمين وببعض مسائل التي يحتاج فيها إلى فطائح العلماء يتوقف عنها كثير من العلماء الورعين بينما هؤلاء يتطفلون على الإجابة والعياذ بالله وكأنها عبارة عن يعني كأنما يغرف من بحر يجيب كيفما اتفق
ولذلك تجد يوم يفتي بجواز إقامة الموالد ويوم بالتشبه بالنصارى واتخاذ موالد لك ولزوجك ويوم يفتي بجواز كشف الوجه ويوم آخر يفتي بجواز الخروج إلى مناطق الفتن بسم الجهاد ويوم آخر يفتي بجواز حلق اللحى ويوم آخر يفتي بسماع الغناء وهكذا
وكثير من الفتاوى الضالة إنما نجمت عن رجوع إلى هؤلاء الجهلة
وإلى درس الغد إن شاءالله
